i think the rules will be

has a question mark within the question
nlp to detect if it is <noun> or <noun>, or similar do you prefer/like <noun> or <noun>, would you rather <x> or <y>

these shouldnt block the question but show a confirmation that the question is indeed a question. for OR-questions, the issue is that they are usually uninteresting and hard to answer.
